In most cases it is impossible to estimate the amount of work that will go into this phase until the previous design phase has been completed. The Client must approve the master plan and decide exactly what part of it will be built, before the Landscape Architect can determine the extent of the documents required for construction. Implementing construction in Phases is common.

This is considered the technical phase of the design in which all foreseen work is further developed into technical drawings for a contractor to use in pricing and building the project. Site work, utility connections, and special equipment needs are also assessed, as well as the need for any specialty consultants on the job.

Major changes to the design initiated by the Client during the following phases can affect costs greatly, both in terms of money and time lost on the project schedule.
